Colorado Homeschool Enrichment. These policies apply to enrollment, participation in all CHE programming, and CHE's engagement of contracted instructors.
Colorado Homeschool Enrichment will not tolerate discrimination on the basis of disability, need for special education services (whether actual or perceived), race, creed, color, sex, pregnancy, sexual harassment, marital status, sexual orientation, transgender status, gender identity, gender expression, national origin, religion, ancestry, age, genetic information, veteran status, or protected activity in its programs and activities.
CHE operates as a part-time program of [AUTHORIZER] and additionally adopts and follows [AUTHORIZER]'s nondiscrimination policy, available at [AUTHORIZER POLICY URL].
Any student, parent, guardian, contracted instructor, or campus leader who believes they have experienced or witnessed discrimination or harassment may report it directly to CHE's Compliance Officer.

You do not have to raise this with your campus leader first.
A report may be made directly to the Compliance Officer at any time, including when the concern involves a campus leader or a contracted instructor. This is different from CHE's Grievance Policy, which asks that ordinary disagreements be raised with the campus leader first. That requirement does not apply to a report under this policy.
What happens next:
Reports are kept as confidential as is practicable, consistent with a fair review.
CHE also adopts [AUTHORIZER]'s complaint process, available at [AUTHORIZER COMPLAINT URL]. A complaint may be filed there instead of, or in addition to, filing with CHE.
CHE prohibits retaliation against any person who reports discrimination or harassment, or who participates in a review of such a report. Retaliation is itself a violation of this policy and may be reported the same way.
A complaint may be filed at any time, without first reporting to CHE, with the Office for Civil Rights, U.S. Department of Education, 1244 North Speer Blvd., Suite 310, Denver, CO 80204. Telephone 1-800-421-3481. Email ocr.denver@ed.gov.
OCR handles complaints under Title VI (race, color, national origin), Title IX (sex), and Section 504 and the ADA (disability), and complaints of racial harassment.
CHE identifies and serves students based on special characteristics, including language needs under C.R.S. 22-24-105(2), child find within the meaning of C.R.S. 22-20-103(4), and giftedness.
Identification. At enrollment CHE collects, for every student: primary language spoken by the student, primary language spoken in the home, whether the student first spoke a language other than English, homeless status, military-connected status, and prior educational setting.
Referral. Where those responses or a parent request indicate a student may need services, the Compliance Officer refers the family to the student's district of residence for evaluation, and notifies [AUTHORIZER].
Cooperation. Formal evaluation and the provision of special education services to home-based education students are the responsibility of the student's district of residence under C.R.S. 22-20-118 and 34 CFR 300.130-300.144. CHE cooperates fully with Child Find activities of any Colorado school district in which an enrolled student resides, and provides records, observations, and access on request.
Within CHE programming. CHE does not discriminate against students with disabilities in admission and provides reasonable accommodations within its programs. CHE does not require a student to have, or not have, an IEP or 504 plan to enroll or participate.
The Compliance Officer owns this process and maintains the record of referrals made.
CHE's discipline approach is restorative and follows a defined escalation. At the steps that can remove a student from programming, the following apply.
Before a suspension from enrichment activities. The student and parent receive written notice of the conduct at issue. The student has an opportunity to respond, orally or in writing, before the decision takes effect, except where an immediate safety risk requires removal first. In that case the notice and opportunity to respond follow within two school days. The written notice states the length of the suspension and the conditions for return.
Before a permanent suspension or expulsion. The student and parent receive written notice at least five calendar days in advance, stating the conduct at issue and the recommended action. The family may present information in person or in writing. Requests for permanent suspension or expulsion are presented to [AUTHORIZER]'s board, which retains full authority over the decision. CHE coordinates with [AUTHORIZER] and follows [AUTHORIZER]'s expulsion procedures, available at [AUTHORIZER DISCIPLINE URL].
Appeal. A family may appeal any suspension decision to the CHE Compliance Officer within ten calendar days. Expulsion decisions are appealed through [AUTHORIZER]'s process.
Students with disabilities. Discipline of a student with a disability follows the student's IEP or 504 plan and [AUTHORIZER]'s policy on discipline of students with disabilities.
CHE maintains education records consistent with the Family Educational Rights and Privacy Act (FERPA), 20 U.S.C. 1232g, and Colorado law.
Parents, and students who are eighteen or older, have the right to inspect and review the student's education records within 45 days of a request; to request correction of records they believe are inaccurate or misleading; to consent to disclosure of personally identifiable information, except where FERPA permits disclosure without consent; and to file a complaint with the U.S. Department of Education regarding an alleged FERPA violation.
Requests are made to the Compliance Officer. CHE shares student records with [AUTHORIZER] as required for enrollment reporting, funding, and audit.
Colorado Homeschool Enrichment complies with all applicable Colorado statutes, CDE rules, and the 2026 legislative amendments and regulatory updates governing publicly funded homeschool enrichment programs, including requirements that funded activities align with opportunities generally available to public school students and restrictions on enrollment.
CHE does not fund, reimburse, or subsidize private activities or private purchases for a student or a student's parent or legal guardian. Public funds pay for CHE instruction comparable to what a full-time public school student could receive. They do not pay private school tuition or fees, memberships, items of personal value, or any activity a family pays to attend at the same site.
Colorado Homeschool Enrichment (CHE) admits students of any race, color, national and ethnic origin to all the rights, privileges, programs, and activities generally accorded or made available to students at the school. It does not discriminate on the basis of race, color, national and ethnic origin in administration of its educational policies, admissions policies, scholarship and loan programs, and athletic and other school-administered programs.
